California English Language Development Test (CELDT) Annual Assessment 2006-07
The following is a summary of annual CELDT assessment results for Santa Clara
County (June 21, 2007). CELDT is used for initial identification of all students
whose primary language is not English. CELDT is also given annually to identify
English Learners (EL’s) until they are reclassified as Fluent English
Proficient (FEP).
CELDT covers listening and speaking skills for kindergarten and first grade
and listening, speaking, reading and writing skills for grades two through
twelve. CELDT scores are reported on five performance levels from Beginning to
Advanced. State Board of Education (SBE) criteria for EL language proficiency
require students to attain an overall CELDT level of at least Early Advanced and
each skill area at Intermediate or above. They also must score proficient or
higher on the English/Language Arts California Standards Test (CST).
Because a significant amount of EL students scored at high levels on the
CELDT but were struggling to attain proficiency on the CST, it was determined
that the CELDT assessment should be more rigorous. The 2006-07 (Form F) version
of the CELDT assessment incorporated a new scale, which reflects an increased
difficulty level and incorporates cut points that better align the CELDT
performance levels with California's English Language Development (ELD)
standards. The 2005-06 (Form E) CELDT scores were recalibrated to permit data
comparisons from 2005-06 to 2006-07 school years. It is advised that educators
use great caution when making decisions based on comparisons between the 2006-07
scores and the recalibrated 2005-06 scores.
Comparisons between the 2006-07 (Form F) scores and any scores other than the
recalibrated 2005-06 (Form E) scores are invalid.
Santa Clara County Compared to California (CA)
- Number of students tested for CELDT Annual assessments increased for Santa
Clara County from 2005-06 to 2006-07 (50,315 vs. 51,382). There was a
decrease in number of students tested statewide from 2005-06 to 2006-07 on
the CELDT (1,329,159 vs. 1,311,112).
- Santa Clara County had a higher percentage of students meeting State Board
of Education (SBE) criteria for CELDT proficiency than the state on the
CELDT (31% vs. 29%).
- Santa Clara County had a higher percent of students at the CELDT Advanced
level as the state (8% vs. 7%) and the same percent of students at CELDT
Beginning Level as the state (10% vs. 10%).
