Director, Migrant Education

The Position

The Director, Migrant Education directs and supervises all components of the Region I Migrant Education Program, which serves six counties: Alameda, San Benito, San Mateo, San Francisco, Santa Clara, and Santa Cruz. The Director also serves as program liaison between parents, school districts, the COE, the State Department of Education, and the general public; evaluates program compliance and performance; and performs all other related duties.

The Santa Clara COE serves as the local education agency (LEA) for the grant and is the Migrant Education Region I Center.

Ability to provide leadership among the districts participating in the regional program;

Ability to plan, coordinate, implement, and evaluate supplementary migrant instructional services to districts with diverse needs and categorical programs and across a broad geographical area;

Ability to implement a standards-driven instructional program focused on improved student performance;

A leadership style, characterized by honest and open communication, mutual respect, and commitment to the organization and districts served;

Ability to demonstrate creativity and foster accountability for and enthusiasm in operating educational and supplementary programs for migrant students;

Advanced skill in budget preparation and control and knowledge of identification requirements;

Ability to development and present staff development in the major content areas, including reading;

Ability to coordinate and facilitate the implementation of the regional parent involvement component; ensure that all districts create and maintain an active and effective Parent Advisory Committee (PAC); develop Spanish-language materials for regional and district parent training;

Ability to fluently speak, write and translate English/Spanish;

Advanced skill in program building, operations, funding and maintenance;

Advanced skill in communicating in critical situations, orally and in writing, with business, education and community leaders;

Advanced skill in managing personnel through support management/supervisory staff; and

The ability to act as an agent of change.

Qualifications

Required Certification, Education and Experience:

Must have a Master's degree from an accredited college or university; a valid California Administrative Services or Standard Supervision Credential; and a valid California driver's license.

Candidates must have at least five years of successful, increasingly-responsible experience related to all aspects of the regional Migrant Education program, including developing and administering program policies and procedures, coordinating and participating in the preparation of materials designed to articulate the purpose, policies and procedures of the program; serving as liaison with state, regional, and local officials in order to ensure program compliance with federal, state and local regulations; publicizing and involving district and regional representatives and parents in the implementation of migrant education services; administering and monitoring the program budget and all district service contracts; and providing the SCCOE and regional districts with technical assistance and interpretation of related federal and state regulations.

Salary & Benefits

The Director, Migrant Education is compensated at $66,833 - $85,298 annually (depending on qualifications); plus an annual stipend of $1,200 for a Master's degree or $2,000 for an earned Doctorate. The Office provides 22 vacation days, 14 paid holidays, and 12 days of sick leave per year, as well as income protection, life insurance, and excellent health, dental, and vision care plans.

This announcement is open until filled. Application packets (all required materials received) must be completed no later than 4:30 on August 14, 1998 to be considered for the first review. Reviews will be periodically thereafter until the position is filled.

Selection Procedure

Application materials will be paper screened and the best-qualified candidates will be invited to an interview.

The Assistant Superintendent of Instructional Services and other relevant personnel will interview the best-qualified candidates on August 28, 1998. It is anticipated that a selection will be made following a second interview which includes the County Superintendent of Schools.
