ADMINISTRATOR, RECRUITMENT

Certificated Human Resources

SUMMARY: Administers, plans, and organizes the recruitment and selection of qualified certificated personnel for the Santa Clara County Office of Education; provides creative leadership and vision in the administration of quality services to recruit, select, and retain the most qualified teachers; formulates, implements, and evaluates recruitment strategies, policies, and procedures; manages teacher training for paraprofessionals; oversees and participates in teacher recruitment fairs; and performs all other related duties.

ACTIVITIES:

35% CERTIFICATED RECRUITMENT FUNCTIONS

Administers, plans, and organizes the Office's efforts to recruit qualified certificated personnel including credentialed administrators, principals, program coordinators, and regular and substitute teaching staff; provides creative leadership and vision in the administration of quality services to recruit, select, and retain the most qualified teachers for alternative schools, community schools, early-childhood education, juvenile, preschool, and special education programs; oversees and facilitates certificated recruitment and selection activities including preparation and dissemination of job announcements, selection of advertising mechanisms, application and credentials screenings; and oral interviews; authorizes the preparation of employment offers; in accordance with certificated agreements, oversees and participates in the certificated salary placements including the evaluation and verification of course units and prior work experience; participates in and oversees the development and implementation of certificated employment processes and practices; represents the Office to professional development consortiums and programs; attends and represents the Office at teacher career fairs, professional conferences, and advisory committees.

20% SPECIAL PROJECTS

Plans, coordinates, and organizes activities the Office's annual teacher recruitment fair; researches and recommends potential teacher recruitment possibilities; manages, promotes, and provides responsible staff assistance to classified support staff regarding paraprofessional teacher training programs; responds to and conducts compensation surveys; works with representatives of the California Commission on Teacher Credentialing (CCTC), legal counsel, out-of-state credentialing agencies, immigration authorities, out-of-area teacher candidates, and department heads to successfully recruit teachers from areas outside the State of California; plans and organizes related special projects as assigned.

20% TECHNICAL ASSISTANCE

Reviews, researches, and determines the impact of existing and proposed legislation; remains abreast of theories and trends in the teaching profession; serves as a resource to administration, union representatives, applicants, employees, and job seekers; responds to a variety of technical and routine questions; provides responsible assistance to human resources administration and hiring departments during selection and assignment processes; immigration authorities as needed.

10% SUPERVISION

Selects, trains, coordinates, delegates responsibility to, monitors, and evaluates support staff.

10% BUDGET

Oversees and monitors recruitment budgets and expenditures for certificated personnel.

5% RELATED ACTIVITIES

Performs all other related duties.

DECISION-MAKING AND PROBLEM SOLVING: Develops and implements recruitment activities supporting the successful employment of qualified certificated personnel; determines the content and scope of certificated recruitment and staffing plans; recommends new or revised hiring policies and procedures; and facilitates the employment process including initial salary placement. Participates in forecasting trends and long-term planning for major unit of organization. Implements long term plans in branch. Requires independence and autonomy in decision making within framework of broadly stated policy guidelines, precedents, specialized knowledge and prior; situations are varied and sometimes highly complex; and participates in decisions that frequently have major impact on a branch and/or its clients.

REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of applicable state and federal laws, statues, regulations, court rulings, and, in particular, teacher credentialing regulations and Education Code sections relating to certificated personnel; knowledge of proper human resources management principles, practices, and procedures related to certificated recruitment, selection, and assignment; knowledge of special education certification employment; ability to formulate, implement, and evaluate strategies, policies, and procedures; ability to develop and organize and a network of teacher recruitment resources including, but not limited to, colleges and universities, education-recruitment websites, and local community and business agencies; ability to deliver a high standard of quality customer service; ability to remain abreast of theories and trends in the teaching profession; skill in computer office software applications; advanced skill in communicating in critical situations, orally and in writing, with business, education, and community leaders; advanced skill in budget preparation skill in personnel management through coordination and cooperation; and skill in adapting style to divergent situations.

REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Bachelor's degree from an accredited college or university with major course work in public administration, human resources, career development, or a related field; Masters degree is desirable; and a valid California driver's license.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years of job related experience with demonstrated competence.

REQUIRED INTERACTION (NON-AUTHORITY): Contacts are usually unstructured, and are primarily with high-level individuals inside and outside the unit, such as department heads, program managers, teacher applicants and job seekers, higher education representatives as well as officials in government and external agencies; and contacts require planning, promoting, strategy development, decision-making, and problem solving.

SUPERVISION: Directly supervises highly skilled staff.
