Job Description
ADMINISTRATIVE ASSISTANT, HUMAN RESOURCES
SUMMARY: Performs a wide variety of complex human resources and secretarial tasks; provides information to Office and district staff regarding policies and laws governing schools; provides secretarial and administrative support to the Human Resources Director; and performs all other related duties.
ACTIVITIES:
65% HUMAN RESOURCES SERVICES
Answers inquiries and provides information to Office and members of the public; researches policies, codes and laws; assists the Director; obtains from staff and outside sources information relative to human resources; drafts and performs review of personnel correspondence, contracts and agreements; attends negotiation sessions and disciplinary hearings; rewrites or coordinates needed changes to negotiated agreements, grievance responses, arbitration and legal documents for necessary personnel action; investigates cases pertaining to grievances, criminal actions and disciplinary actions as directed; assists in the implementation of certificated reductions in force; and has access to information relating to the Office's employer-employee relations.
30% ADMINISTRATIVE AND SECRETARIAL SUPPORT
Provides general administrative services to the Director; maintains Director's appointment calendar; types confidential correspondence, legal documents and general correspondence; prepares materials and reports for the Board of Education and Office staff; prepares and maintains the Department budget and related documents; and maintains the Department files.

Performs all other related duties.
DECISION-MAKING AND PROBLEM SOLVING: Responds daily to calls from a large client population and must decide whether to answer questions within guidelines established or refer the call to the Director or other appropriate Office staff. Regularly plans own time, schedules activities and procedures; requires some exercise of judgement and discretion in interpreting and adapting guidelines to specific problems; situations are varied and moderately complex; and makes work/functional unit decisions that frequently have major impact on program/department.
REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of human resources terminology; knowledge of relevant laws and legal procedures; ability to type at 60 words per minute; ability to take dictation at 90 words per minute; ability to transcribe documents and correspondence from rough drafts and voice recordings; ability to communicate with precision in grammar, spelling, punctuation, document construction and editorial enhancement; skill in collecting and assembling data, preparing reports, monitoring progress, and analyzing data; skill in budget preparation; ability to evaluate program, system, or procedure design and suggest changes; ability to guide others of comparable skill; and skill in working effectively with others in a wide variety of situations.
REQUIRED MINIMUM TRAINING, EDUCATION AND LICENSING: Completion of the twelfth grade plus a certification of completion from a secretarial program; or an associate degree from an accredited college with major course work in business communications, secretarial science, human resources or a related field; and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Two years job-related experience with demonstrated competence.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are somewhat unstructured and are primarily with high-level individuals inside and outside the Office, such as assistant superintendents and department heads; and contacts are to gather data for decision making and problem solving.
