Job Description

DIRECTOR, Teaching and Learning –
PROFESSIONAL DEVELOPMENT SERVICES

 

SUMMARY: Directs, administers, coordinates, and implements a broad range of services related to Professional Development for the County Office of Education and participating school districts. Develops, designs, markets, implements, and presents professional development seminars and trainings in various content areas and formats related to the California Content Standards and the California Standards for the Teaching Profession; leads district and designated Office staff development services; supervises skilled and support staff; and performs all other related duties.

ACTIVIES:

40% PROGRAM AND PROJECT ADMINISTRATION

Direct, administer and implement service related to Professional Development; develops, designs, and schedules professional development seminars and inservices; surveys school districts to determine professional development needs and training content; identifies available strategies, instructional instruments, and methodologies; consults and coordinates with committees on the selection, implementation, and evaluation of professional development seminars and inservices; develops and/ or supervises the development of supporting materials that reinforce the desired outcomes of seminar and training services; manages other special projects, coordinating efforts with those of educational and community groups to provide major curriculum and instructional needs principals, teachers, and support staff.

25% SUPERVISION

Selects, trains, coordinates, monitors, and evaluates certificated and classified support staff.

15% LIAISON

Represents the Office on matters related to Professional Development and other similar and related projects; serves as liaison between the Office and colleges, universities, grant providers, and local, regional, and state public education agencies, and consults with school and district personnel to improve, advance, and increase the breath, depth, scope, and variety professional development services.

15% BUDGET

Develops and administers program budgets; and prepares and submits proposals for other available grants.

5% RELATED DUTIES

Participates in projects required trainings and performs all other related duties.

DECISION-MAKING AND PROBLEM SOLVING: Determines the contents, development of professional seminars and inservice training; designs and develops supporting materials; and collects data and develops strategies to maintain project and program relevance. Participates in forecasting trends and long-term planning for major unit of the Office; implements long-term plans in own branch unit; requires non-traditional approaches to problem solving; recommends new and revised standard, policies, etc.; Uses specialized techniques in analysis of collected data; situations are varied and frequently highly complex; and makes programs decisions that frequently have major impact on a branch unit and/or its clients.

REQUIRED MINIMUM SKILLS AND ABILITIES: Skill in designing, promoting, and marketing professional development seminars; ability to coordinate various subject matter offerings in variety of instructional and curriculum areas; knowledge of new teacher induction, formative assessment program management, and collegial coaching; ability to remain current with the advancement of instructional technology; advanced skill in communicating in situations, orally and in writing with business, education, and community leaders; advanced skill in budget preparation and control; mastery skill in creative and adaptive program planning, design, implementation, maintenance, and evaluation; advanced skill in managing personnel through subordinate management and supervisory staff; and advanced skill in adapting style in divergent situations with groups on a frequent basis.

REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Master’s degree from an accredited college or university with major course work in curriculum and instructional development, higher education, or a related field supplemented by training in instructional technology; A Doctorate is desirable; a valid California Elementary or Secondary Teaching Credential; a valid California Administrative Services Credential; and a valid California drivers license.

REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Three years teaching in K-12 setting. Five years of job-related and progressive experience in the development of professional seminars in a variety of curriculum and instructional areas. Five years professional experience in a position requiring an Administrative Credential. Site leadership experience preferred.

REQUIRED INTERACTION (NON-AUTHORITY): Contacts are usually unstructured, and are primarily with high-level individuals inside and outside SCCOE, such as other county offices, school districts, and agency administrators; contacts require planning, promoting, strategy development, decision-making, and problem-solving.

SUPERVISION: Directly supervises professional/specialist and other support staff.

WORKING CONDITIONS: Duties require punctuality and the ability to multi-task. Duties are performed in an office environment while sitting at a desk. Duties are also performed at program sites and in the community, making oral presentations and attending meetings. Incumbents may be required to work a flexible schedule evening and weekend hours. Incumbents are subject to extensive public contact with external agencies and individuals seeking information. Duties require regular driving to program sites within the county.

PHYSICAL DEMANDS: Incumbents regularly stand and sit for long periods of time; walk short distances on a regular basis; use hands and fingers to operate a computer keyboard or other office equipment; reach with hands and arms, stoop, kneel, or crouch to file; speak clearly and distinctly to answer telephones and to provide information; see to read fine print and operate computer; hear and understand voice over telephone and in person; and move and transport materials weighing up to 20 pounds. Incumbents must be poised, professional and report to work five days per week eight hours per day.
