Job Description
DIRECTOR, INSTRUCTIONAL MEDIA TECHNOLOGY
SUMMARY: Directs the operations and activities of the Instructional Media Technology Services department, including Instructional Television Fixed Services (ITFS), television, internet and distance learning, instructional technology, film/video library, and media services; acts as a liaison with county school districts and outside agencies; develops and recommends innovative technologies, policies and procedures, programs, and services; supervises skilled and support staff; and performs all other related duties.
ACTIVITIES:
35% PROGRAM ADMINISTRATION
Assists with the development and implementation of branch policies, initiatives, objectives, and in-service sessions; interprets and administers applicable laws which affect television and distance learning series or programs, software, films, and video; oversees contracts with agencies subleasing space at transmitter sites; administers film service contracts with schools, agencies, and industry; develops, administers, and monitors budget; and monitors and acts as a liaison with outside agencies regarding contracts and use of the ITFS system.
30% LIAISON
Represents the SCCOE and provides interdepartmental support on matters related to educational technology, and media, and other similar and related projects; identifies grant sources; serves as liaison between the SCCOE and colleges, universities, grant providers, private industry, foundations, and other local, regional, and state public education agencies; assists in issues relating to the FCC; and consults with school and district personnel to improve, advance, and increase the breath, depth, scope, and variety of educational technology and media services.
10% PROGRAMMING
Formulates and administers programming procedures; approves programming decisions, broadcast rights, and procedures; recommends fees, contract rates and service charges; and approves acquisition of new and replacement equipment, and supplies.
10% SUPERVISION
Selects, trains, coordinates, assigns work to, delegates responsibility to, monitors, and evaluates skilled and support staff.
10% BUDGET
Develops and administers program budgets; and prepares and submits proposals for available grants.
5% RELATED DUTIES
Participates in project required training’s and performs all other related duties.
DECISION-MAKING AND PROBLEM SOLVING: Develops recommendations for contract rates, fees, and service charges; approves new and replacement equipment, and supplies; and develops program standards. Participates in forecasting trends and long-term planning for major unit of the SCCOE; implements long-term plans in own branch unit; requires non-traditional approaches to problem solving; recommends new and revised standards, policies, etc.; uses specialized techniques in analysis of collected data; situations are varied and frequently highly complex; and makes decisions that frequently have major impact across branch units.
REQUIRED MINIMUM SKILLS AND ABILITIES: Knowledge of instructional technologies and media and their innovations; advanced skill in communicating in critical situations, orally and in writing with business, education, and community leaders; advanced skill in financial and other statistical analysis; advanced skill in program building, operations, funding and maintenance; advanced skill in managing personnel through support management and supervisory staff; and mastery skill in working with others in both authority and non-authority relationships on a routine basis.
REQUIRED MINIMUM TRAINING, EDUCATION, AND LICENSING: Master's degree from an accredited college or university with major course work in education, audiovisual, television, or a related field supplemented by training in instructional technology; California Multiple or Single Subject Credential; California Administrative Credential and a valid California driver's license.
REQUIRED MINIMUM PRIOR WORK EXPERIENCE: Five years of job-related experience with demonstrated competence in a position requiring the Administrative Services credential and at least three years of experience as a credentialed public school teacher.
REQUIRED INTERACTION (NON-AUTHORITY): Contacts are usually unstructured and are primarily with high-level internal and external such as technology directors/coordinators, curriculum developers, principals, superintendents, college administrators and faculty, business leaders, and agency representatives; and contacts require planning, promoting, strategy development, decision-making and problem solving.
SUPERVISION: Directly supervises certificated and classified management and other support staff.
WORKING CONDITIONS: Duties require punctuality and the ability to multi-task. Duties are performed in an office environment while sitting at a desk. Duties are also performed at program sites and in the community, making oral presentations and attending meetings. Incumbents may be required to work a flexible schedule evening and weekend hours. Incumbents are subject to extensive public contact with external agencies and individuals seeking information. Duties require regular driving to program sites within the county.
PHYSICAL DEMANDS: Incumbents regularly stand and sit for long periods of time; walk short distances on a regular basis; use hands and fingers to operate a computer keyboard or other office equipment; reach with hands and arms, stoop, kneel, or crouch to file; speak clearly and distinctly to answer telephones and to provide information; see to read fine print and operate computer; hear and understand voice over telephone and in person; and move and transport materials weighing up to 20 pounds. Incumbents must be poised, professional and report to work five days per week eight hours per day.
