The County Superintendent of Schools, Dr. Charles Weis, provides leadership to the educational community and to the County Office of Education; serves as Chief Administrative Officer and Ex-Officio Secretary of the County Board of Education; and ensures compliance with all the relevant education laws, policies and regulations.

The Deputy Superintendent, Dr. Cary Dritz, and staff provide support to the County Office, school districts and other educational agencies.

SERVICES


  • Data and Statistics

    Data and statistics collected from California schools and learning support resources to identify trends and educational needs and to measure performance are available at the California Department of Education's DataQuest. Staff members are available to help navigate this system. Also available is data specific to Santa Clara County in our Vital Signs publication.
  • Evaluation, Research and Analysis Services

    Staff members are available to provide the following services for internal and external customers:
    • Evaluation of educational programs
    • Conducting research studies/needs assessments
    • Analysis of data
    • Planning support
    • Design and implementation of surveys
    • Facilitation of meetings of educators and those affiliated with the educational community
  • Expulsion Appeals

    The County Board of Education is the local appellate body for most types of student expulsion appeals. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to student expulsions. Call (408-453-6868) for the necessary documents to begin the expulsion appeal process or visit our office.
  • Grant-Writing Assistance

    Staff provides public school educators with training, access to printed and electronic resources, and consultation to support funding proposals. Funding Update is published and distributed to schools each month, providing information on current grant opportunities. Click here for online resources.

  • Interdistrict Attendance Appeals

    The County Board of Education is the local appellate body for most types of interdistrict transfer denials. Staff provides support to the Board and acts as a liaison between the school districts and parents on matters related to interdistrict attendance appeals. Call (408-453-6868) for the necessary documents to begin the expulsion appeal process or visit our office.

  • Monitoring and Compliance

    Staff members provide the required oversight and monitoring of the following programs:

    • The Williams Settlement covers issues such as providing clean and safe facilities; sufficient instructional materials; appropriate teacher credentialing and assignment monitoring; and accurate reporting of the School Accountability Report Cards.
    • The Quality Education Investment Act (QEIA) improves student academic success in California's lowest performing schools by creating substantially improved conditions for teaching and learning. QEIA funds struggling schools to lower class size, hire dynamic staff and counselors, and provide development opportunities for principals and teachers.
    • The Tinsley Voluntary Transfer Plan is administered by the San Mateo County Office of Education and is monitored for compliance by the staff. The Tinsley Voluntary Transfer Plan allows minority students living in the Ravenswood City School District attendance area who will be entering kindergarten, first or second grade in the following year to apply for transfers to the following seven districts: Belmont-Redwood Shores, Las Lomitas, Menlo Park, Palo Alto, Portola Valley, San Carlos and Woodside.
    • The Valenzuela Settlement requires those districts, county offices and charter schools that participate in certain categorical programs to offer services to students who do not pass the CA High School Exit Exam (CAHSEE) by the end of the12th grade.
  • Policy and Procedure Development

    Staff serves as a resource in policy and procedure development and supports the Policy Development Subcommittee. Organizational policies and procedures are developed to ensure consistency with current educational law. View the SCCOE Policies and Procedures.
  • School Board Elections

    Staff facilitates the process for school board elections.
  • School District Organization

    The County Committee on School District Organization is staffed by the Superintendent's Office. The primary responsibility of the County Committee on School District Organization is the reorganization of school districts, through territory transfers and unification.
  • School District Residency Information

    Parents, school staff, and the public can obtain school district residency information, including the names and phone numbers of persons to contact regarding the school enrollment process. Use the District Locator or go directly to the Assessor's Office.
