
The School Improvement Services (SIS) provides targeted assistance and support to program improvement
districts and schools in the areas of comprehensive reform models and strategies to improve student achievement.
The department consists of the Regional System of District and School Support (RSDSS), the English Language Learners Program, School
Leadership Services, Health, Safe and Drug Free Schools Program and Fit for Learning.
The Regional System of District and School Support(RSDSS)
The Regional System of District and School Support (RSDSS) was established
by the California Department of Education under the authority of the No Child
Left Behind Act, and is focused on implementing the state accountability
legislation and supporting Program Improvement schools in their improvement
plans. RSDSS provides customized services to schools and districts directed
toward whole school change and improved student performance. There are eleven
regions in California providing this service. The Region 5 RSDSS program is
located at the SCCOE; other counties served by Region 5 include Santa Cruz,
Monterey and San Benito counties.

Bilingual Teacher Training Program (BTTP)
The California Legislature established the BTTP in 1980 in response to the dramatic increase
in the number of English language learners in the state. The BTTPs provide training to support
teacher to obtain authorization in teaching English language learners. Fourteen BTTP centers
throughout California contribute to training qualified teachers in teaching ELLs.


English Language Learners
The ELL program provides training and resources to teachers, administrators, and
paraprofessionals to support instruction and achievement for English language learners. The
ELL program offers three options for teachers to obtain the Cross-cultural Language and
Academic Development (CLAD) certification to teach English language learners. Customized
trainings are also available. An English Language Acquisition Consortium (ELAC) coordinated
by the COE gives school district representatives an opportunity to meet regularly on relevant
issues. Legislative information is disseminated and sound educational practices based on
current research are promoted.

The California English Language Development Test (CELDT)
The California English Language Development Test (CELDT) is a mandated test for 1.6 million
English learners in California. All ELLs have to be assessed on an annual basis. The Santa
Clara CELDT regional training center provides training to trainers on how to administer and
score the CELDT since 2000.

School Leadership
The School Leadership program provides supports to schools and districts in
developing capacity for leadership. The program provides AB 75 Principal
training, support for District and Site Leadership Teams, coaching services,
facilitation of development of Action Plans and support for implementation of
the SCCOE Classroom WalkThru Tool as well as a variety of customized
professional development offerings.

Health, Safe Schools and Fit for Learning
This program provides support for schools and districts with the Safe and
Drug Free Schools Program and the Tobacco Use Prevention Program in addition to
collaborating with the Public Health Department, Steps to a Healthier Silicon
Valley, and the Health Advisory Council. In addition this program coordinates
the SCCOE initiative to support improved nutrition and physical activity in
elementary schools.
